Assignment Title: Local Individual Financial Management Consultant

The Government of Albania, through the Ministry of Infrastructure and Energy and the National Agency for Water Supply and Sewerage (AKUK), is implementing two World Bank–financed programs aimed at strengthening water, sanitation, and environmental management. The Albania National Water Supply and Sanitation Sector Modernization Program (US$75 million loan, plus US$6.3 million SECO grant) supports the National Sector Strategy 2019–2030 through strengthening sector governance, improving operational and financial performance of utilities, and expanding access to water supply, implemented through a Program-for-Results and investment financing approach. In parallel, the Clean and Resilient Environment for Blue Sea Project (US$80 million loan) focuses on reducing pollution from land-based sources in Albania’s South-West Coastal Belt and Vjosa River Basin through investments in wastewater and solid waste management infrastructure, institutional strengthening, circular economy measures, and community engagement.

The key objective of this assignment is to support AKUK to ensure a sound financial management and control in accordance with provisions stipulated in Grant and Loan Agreements signed between World Bank and the Republic of Albania.

The Consultant will work in the PCU/AKUK premises in Tirana on full time basis during the assignment time. The initial duration of the assignment is 12 months, with a probation period of 3 months, from contract signing and/or entry into force of the contract, if specified differently in the contract, with the option of renewal for the IPF implementation period, based on satisfactory performance.

Also, the Consultant will maintain a financial management system including accounting, reporting, planning, budgeting, auditing and proper internal control systems must be in place and smoothly functioning, in accordance with the requirements of the Loan and Grant agreement respectively and consistent with attributes of each financing instrument.

The assignment consists of different tasks and responsibilities for:

• Clean and Resilient Environment for Blue Sea Project – component 2 and component 3 executing role
• Albania National Water Supply and Sanitation Sector Modernization Program (IPF):
• IPF project – executing role
• PforR Program – advisory and monitoring role

The Consultant should have:

• University and Master"s degree or equivalent Diploma (DND as per Albanian legal framework) in Accounting and Finance, or other related disciplines.
• A minimum of 10 years of overall professional experience in the related field.
• At least 5 years of specific experience as financial management expert/specialist in projects financed by international development organizations.
• Previous experience with projects financed by International Financial Institutions (IFIs) will be an advantage.
• Knowledge of Government accounting, financial management systems, and budgeting system, as well as tax and legal requirements in Albania;
• Knowledge of financial and accounting policies, rules and regulations pertaining to international organizations, preferably World Bank;
• Computer literacy and functional ability in processing word and excel documents;
• Very good knowledge of English and be able to communicate (oral and written) effectively.
• Be familiar with the requirements of modern financial management systems and online banking applications.
• Experience working with cross-functional teams.

Applicants that fulfil the qualification requirements will be further evaluated based on the below criteria:

1. General Qualification – 30 points

2. Adequacy for the assignment – 60 points

3. Language – 10 points

The service will be selected under the provisions of the World Bank Procurement Regulations for Borrowers under Investment Project Financing” dated July 1, 2016, revised on November 2017, August 2018, November 2020, September 2023, February 2025 based on the method of Individual Consultants Selection (IC), an open competitive approach for a time‑based contractual arrangement
