High-level Evaluations (HLE) are governance-level evaluations that aim to generate insights into organizational-level performance within the context of the results-based management system. The HLEs in the ILO refer to the evaluation of policy outcomes, institutional issues, as well as selected DWCPs. Findings from HLEs contribute to informed decision-making on policies and strategies, as well as accountability. Senior management and the Governing Body (GB) are involved in identifying priorities for HLEs, determining the timing, and intended uses of each evaluation. In November 2025, the Governing Body approved an HLE on the ILO’s strategies and actions to promote decent work in Asia and the Pacific, to be conducted in 2026. The overarching question of the HLE DWCP evaluations is whether ILO strategies and actions have effectively supported national constituents’ priorities and efforts to fill decent work gaps. The evaluation will consider the last two biennia, 2022-23 and 2024-25. To enhance efficiency in the use of resources and ensure analytical coherence, the evaluation will be conducted in close collaboration with the HLEs on Skills and Social Protection. The HLE of the ILO’s DWCP Programme Strategies and Activities in Asia and the Pacific, with emphasis on Indonesia, Malaysia and Thailand (2022-2025) had been planned initially as an evaluation to be conducted by only one consultant. However, an analysis of the assignment and its complexity has indicated the need to expand the evaluation team by integrating one more team member to be in charge of Indonesia as a case study. In addition, it has been considered necessary to integrate another team member to provide technical advice and quality control, considering the specific relevance of the HLE as a corporate evaluation for the ILO Governing body.
