Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking an independent evaluator to conduct an internal mid-term evaluation of the ILO component of the project “Supporting the Digital Transformation of Social Protection Systems Globally towards Achieving the Goal of Universal Social Protection 2030”, implemented under the Digital Convergence Initiative (DCI). The evaluation will assess the relevance, effectiveness, efficiency and added value of ILO-implemented activities, including country-level technical assistance in Zambia and Pakistan (Khyber Pakhtunkhwa Province), on-demand advisory support delivered through the DCI Helpdesk in Timor-Leste and Syria, and ILO contributions to global knowledge generation and capacity development. The assignment will involve desk review, remote data collection and stakeholder consultations, analysis and triangulation of findings, and preparation of evaluation reports and briefs in line with ILO evaluation standards. The evaluation is expected to generate evidence-based findings, lessons learned and actionable recommendations to support adaptive management during the remaining implementation period and inform future ILO programming on digital transformation and interoperability of social protection systems.
