Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Conduct a
comprehensive diagnostic assessment of Nigeria’s Labour Market Information System (LMIS), examining data production, institutional arrangements, governance, and system sustainability.
This will involve reviewing existing labour market statistics, mapping institutions involved in data collection and analysis, and evaluating current mechanisms, surveys, and databases
against international standards. The consultant will assess alignment of national practices with global definitions and classifications, analyse institutional sustainability and financing
arrangements, and evaluate data governance, including legal mandates, datasharing agreements, confidentiality safeguards, and accountability mechanisms. Based on these analyses, a
prioritized roadmap for LMIS strengthening will be developed, outlining short-, medium-, and long-term actions, sequencing, capacity development, financing, and risk mitigation. The
assignment will culminate in a final validated report, incorporating stakeholder feedback and presented in a validation workshop, providing actionable guidance to enhance the
