Below is a summary of the work to be performed: The International Labour Office (ILO) seeks an External Collaborator to conduct a structured market systems analysis of the Business Process Outsourcing (BPO) sector in Lebanon. The External Collaborator will carry out desk research, map BPO firms and ecosystem actors, and conduct in-depth interviews with selected firms and stakeholders to analyse business models, service segments, market linkages, skills need, employment practices, working conditions, and systemic constraints affecting sector growth and decent work outcomes. The assignment will synthesise findings into analytical outputs, including a market systems map, an analytical brief, and a final report with actionable insights to inform future ILO programming on employment creation, skills development, and private sector engagement in service-based sectors in Lebanon.
