ITB1/2026/3 INVITATION TO BID NO ITB 1/2026/3 (Procurement of Ambulances) The World Health Organization, Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers for the attached list under (Annex E) For purchase of Ambulances (as described in Annex E) which will be used by Ministry of Health in Iran. CLOSING DATE: 27 March 2026, at 12 midnight (Cairo Local Time (UTC +2)) Pre-Bid Conference: The pre-bid meeting will be held virtually through Microsoft Teams and shall be convened during the period from 09 March 2026 to 11 March 2026. Detailed meeting invitations and access credentials will be communicated to the bidders in due course. focal contacts: badrang@who.int mohamedsh@who.int ITEMS NEEDED: • As per the attached (ANNEX E). INCOTERMS: • CIP Bandar Abbas Sea Port. • If the awarded bidder is a manufacture of ambulances in a Free Trade Zone or Special Economic Zone in Iran, the delivery location shall be the customs office of that zone. OFFERS: • Must comply with the requirements stated in Annex E the attached ITB. All Technical details and the financial requirements should be completed as per the annexes E. • Queries are welcome to be received exclusively through the United Nations Global Marketplace (UNGM) in the correspondence section of this ITB maximum by 18 March 2026. • The Financial offer should be submitted in the attached excel bidding sheet format and in PDF format as well through UNGM. (Annex E) DELIVERY: • As per schedule outlined in Annex E EVALUATION OF OFFERS: • Offers will be sent through UNGM. • Bids will be evaluated technically first, in compliance with the requirements under the annexes of the attached ITB, lowest compliant offer will be selected. EXCLUSION CRITERIA The following products/offers will be excluded: • Offer submitted after the stipulated time and date. • Any modification to the structure, format, or protected elements of Annex E (such modifications will not be accepted. • Offers missing attachments or properly filled signed/stamped document. • Missing Company Profile • Missing valid Business Registration Certificate • Missing technical specifications, brochures, documents, or details. • Less than (3) years of experience in the Ambulances field. • Submission after the stipulated deadline or through channels other than UNGM Accreditations • The Ambulance(s) supplied under this tender shall fully comply with the Iranian National Standard ISIRI 4374, which shall serve as the primary and governing standard for all technical, safety, performance, and regulatory requirements. • The Ambulance(s) shall comply with the applicable provisions of the European Standard EN 1789 where such provisions enhance safety, durability, performance, or quality. • The Ambulances must possess necessary quality standard certifications such as GSO conformity certificate “e.g. GSO 963:1997 General Requirements for Ambulances”.
