• The Government of Albania has received financing from the World Bank toward the cost of the Climate Resilience and Agriculture Development Project (CRAD) and intends to apply part of the proceeds toward payments under the contract for Civil works for Mursi irrigation schemes.
• The Ministry of Agriculture and Rural Development now invites sealed Bids from eligible Bidders for Contract of the Civil works for Mursi irrigation schemes. The objective of this contract is to upgrade the scheme from open channel to pressurized irrigation. The works related to pressurization of secondary networks at Mursi, Vrina, and Xarra fields (up to 2,215 ha). The main works include earth excavation and transport to disposal points, concrete works, installation of steel and plastic pipes, etc. The work is expected to be completed within 14 months.
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016 (revised November 2020) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50 %, and for Bid cost: 50 %.
• Interested in eligible Bidders may obtain further information from the Ministry of Agriculture and Rural Development and inspect the Bidding document during office hours 8:30 to 16:00 (Monday to Thursday) and 08:30 to 13:00 on Friday at the address given below.
• The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 5,000 ALL or of 50 Euro. The method of payment will be direct deposit to Raiffeisen Bank, account no. IBAN AL74202110060000000001979003, name of account: Qëndrueshmëria ndaj Klimës dhe Zhvillimit të Bujqësisë, currency of account Albanian Lek (ALL) or to Raiffeisen Bank, account no. IBAN AL59202110060000000011979003, name of account: Qëndrueshmëria ndaj Klimës dhe Zhvillimit të Bujqësisë, currency of account Euro. The document will be sent by the delivery procedure is usually airmail for overseas delivery and surface mail or courier for local delivery.
• Bids must be delivered to the address below on or before March 26, 2026, at 11:00 local time. Electronic bidding will [will not] be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Ministry of Agriculture and Rural Development on March 26, 2026, at 11:00 local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
• All Bids must be accompanied by a: (i) Bid-Securing Declaration, and (ii) Local Labour Method Statement.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
