Dear Bidder, The International Labour Office is seeking an individual to undertake an assignment as an External Collaborator. The assignment aims to support the redesign and improvement
of Active Labour Market Programmes and employer services delivered by Public Employment Services in Bosnia and Herzegovina, with a focus on evidence-based programme design, stronger
responsiveness to employer needs, and alignment with the forthcoming Youth Guarantee framework. The Consultant will provide technical guidance in the design and implementation of an
employer satisfaction survey assessing the relevance, accessibility, and outcomes of existing ALMPs, including questionnaire development, methodological advice, and interpretation of
findings. The Consultant will also support the performance evaluation of the “Looking for an Employer (2022)” measure, reviewing targeting, implementation modalities, and employment
outcomes, and formulating practical recommendations for programme redesign. The Consultant will contribute to the preparation and delivery of a peer learning event for the three PES in
BiH focused on strengthening employer services, drawing on findings from the recent Functional Assessment and Review of Employer Services. The assignment further includes technical inputs
to the development of a Roadmap for Inclusive Employment Pathways, building on draft Minimum Standards for Programme and Service Delivery and identifying institutional and operational
adjustments required for implementation. Finally, the Consultant will support preparatory work for Youth Guarantee implementation by advising PES on service delivery models, including
registration, profiling, counselling, and coordination mechanisms, with a view to piloting revised approaches in 2027. If interested, please express your interest and follow the
