Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: To develop the Strategic Plan that will serve as a roadmap for SMEDA to deploy limited resources more strategically, maximize impact, attract additional funding, and enhance its leadership role as the key national agency supporting MSME development, coordination, competitiveness, and their sustainable growth. 1. Engage national and regional stakeholders to gather feedback on the revised MSME Policy and related reforms, ensuring that the SMEDA Strategic Plan reflects the needs and perspectives of key actors. 2. Assess SMEDA’s institutional capacity and context - mandate, functions, structure, staffing, resources, and partnerships - to ground the Strategic Plan in evidence and practical realities. 3. Draft the SMEDA Strategic Plan (2026–2030), ensuring alignment with the revised MSME Policy, including its key mandate of MSME coordination, the amended SMEDA Act and Regulations, and the MTNDP (2024–2030. 4. Facilitate validation of the Strategic Plan with national and international stakeholders to build consensus, ownership, and credibility. 5. Develop a clear implementation and resource mobilization framework that defines priorities, partnership models, and financing mechanisms to operationalize the Plan. 6. Design a robust monitoring and evaluation framework with indicators, benchmarks, and reporting mechanisms to track progress and guide adaptive management. 7. Support dissemination and communication of the Strategic Plan to ensure broad awareness and buy-in among MDAs, policymakers, partners, and MSME stakeholders.
