Background
Since 2001, Better Factories Cambodia has joined with workers, employers and government to improve working conditions and boost the competitiveness of the garment industry. Originally, the project was linked to an innovative trade agreement between the Royal Government of Cambodia (RGC) with the United States that provided market access in return for improving working conditions in the garment sector. After the expiration of the trade agreement in 2004, the Cambodian Government, together with unions and employers, requested the ILO to continue with the implementation of the programme.
As its longest running programme, Better Factories Cambodia (BFC) is in many ways the driving force behind Better Work and has inspired the establishment of the programme in nine other
countries. Central elements of the programmes approach began in Cambodia: from cultivating social dialogue through worker-management committees, to offering factories tailored advisory
services to help them solve their own labour rights challenges or using public reporting to spur improvements in factory working conditions and workplace environment across the
industry. The programme currently covers over 550 factories and has close collaboration with over 200 of those factories where it helps systems of social dialogue to help solve
workplace issues.
With support from the Australian Governments Department of Foreign Affairs and Trade (DFAT), BFC will implement a 3-year project to promote gender equality in the sector. The overall
project outcome aims to promote gender equality and inclusion in womens empowerment in the Cambodian GFT sector, with two outputs to achieve the goal. The Gender Equality and Return
Program (GEAR) aims to empower and promote female workers to supervisory and higher-qualified positions. In 2024, the GEAR team received Training of Trainer sessions focused on both
technical and soft skills.
Objective
The objective of this assignment is to produce a short, compelling story video that promotes discussion around gender equality and leadership in Cambodias garment sector. The video will highlight the success story of a participant from the Gender Equality and Returns (GEAR) programme, showcasing how she applied the leadership skills acquired through the training and the resulting positive impact at her workplace.
The final product will be shared with relevant stakeholders, including industry actors, development partners, and workers, and will be made publicly available for both national and international audiences.
The assignment is expected to take place between 12 February and 30 April 2026.
Scope of work and deliverables
Under the supervision of Better Factories Cambodia (BFC), the selected firm will be responsible for the following:
Deliverable 1: Produce one (1) story video on Leadership at factory level
The firm will produce a creative, 23 minute video profiling a female GEAR participant who has completed the programme and received a promotion within her factory. The video will capture:
