Dear Madam, Sir, The International Telecommunication Union (ITU) invites your company to submit an offer (Quotation) for the services/goods described in Annex I attached hereto. The
following documents are hereto attached: Annex I – Terms of Reference Annex II – Price Form Annex III – ITU Supplier Registration Form, to be returned duly signed Annex IV – ITU
Bidder’s Eligibility and Integrity Declaration Form, to be returned duly signed Annex V - ITU General Conditions of Contract Your Quotation should be submitted via e-mail at
proc@itu.int no later than 04 January 2026 at 15:00 CET. Instructions to Bidders: • All correspondence shall be sent to the dedicated e-mail address proc@itu.int. Please copy all
addresses included in the original message. • Only ONE (1) e-mail containing your best offer will be accepted. • All correspondence shall include the present RFQ reference number.
Conditions of the RFQ: 1. By replying to this RFQ the Bidder accepts ITU General Conditions of Contract which will govern and prevail in case of discrepancy with Bidder’s terms and
conditions. 2. This invitation is not to be construed in any way as a proposal to contract your Company. 3. The Bidder shall bear all costs associated with the preparation and submission
of the Quotation. ITU will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the RFQ. 4. Contract will be awarded to the technically compliant
and lowest priced Quotation. 5. Bidders are requested to hold their offers valid for 90 days from the closing date of the RFQ. 6. Offers should preferably be in Swiss Francs (CHF).
Alternatively, they shall be submitted in Euro (EUR) or United States Dollar (USD). If submitted in another currency, ITU will convert using the prevailing UN Operational Rate of Exchange
at the time the offer is received. 7. Payment will be made to the supplier within 30 days from receipt by ITU of all deliverables mentioned in the Purchase Order. In principle, ITU does
not perform advance payments. Exceptionally, if advance payment is requested, this must be clearly stated and justified in the offer and will be subject to ITU’s prior written approval.
8. ITU will not be responsible for any bank service charges. 9. ITU reserves the right to accept the whole or part of your offer. 10. Hand-written, incomplete offers or offers which do
not comply with any or our tender conditions will not be considered. 11. The ITU reserves the right to publish certain information of the Contract, including Goods and/or Services
