A. Reference and Background: a. This Terms of Reference (ToR) is issued in reference to the United Nations Security Policy Manual (SPM) Chapter IV Section K Unarmed Private Security Services issued on 18 April 2016 and also to United Nations Security Management Operations Manual (SMOM) Chapter XI Guidelines on the use of Unarmed Private Security Services (UPSS) Provider (hereinafter referred as Provider) issued on 30 August 2016. The ToR is suitably amended to include local conditions of Sri Lanka. b. In Sri Lanka, the contracting Agency for UPSS is UNICEF, which shall provide managerial and administrative support, while UNDSS will continue to supervise the operational aspects to ensure the fulfilment of all requirements outlined in this TOR.
