The International Civil Aviation Organization (ICAO), a specialized Agency of the United Nations, hereinafter referred to as ICAO, hereby invites prospective bidders to submit a bid in accordance with the General Terms and Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).

For Existing Suppliers in Quantum:

Please log in to the Quantum Supplier Portal to access the ITB documents. Do not create a new profile if you already have one. If you have forgotten your password or username, use the “Forgotten Password” feature to retrieve your credentials.

For New Suppliers in Quantum:

If you are viewing this notice on UNGM, navigate to the "Links" tab, select "Supplier Registration", then click “Go to link” to be redirected to the Quantum Supplier Portal registration page.

Use the search filters to locate the specific ITB and subscribe to the ITB by creating draft response without submitting directly in the system to receive notifications in case of any amendments to the ITB documents. 

Any requests for clarification must be submitted in writing via the messaging functionality within the Quantum portal.

Bid Submission:

Bids must be submitted exclusively through the Quantum portal by the specified deadline. It is the vendor’s responsibility to ensure timely submission. Any bids received after the deadline and/or outside the Quantum portal, regardless of the reason, will not be considered. In case of any discrepancy, the deadline indicated in the Quantum portal shall prevail.
