Call for External Collaborator – Mid-term independent evaluation of Human Rights Due Diligence in support of Decent Work (HRDD4DW) project, ILO Geneve/MULTI/HRDD4DW. (Албания - Тендер #70117385)

Description

The HRDD4DW project is planning to conduct comprehensive independent mid-term evaluation, scheduled for February to May 2026 with the following objectives: a) Improve organizational learning as well as project planning, implementation and progress tracking and b) Gain insights into the efficiency of its logical framework and indicators used in its monitoring and evaluation plan c) Conduct a needs assessment and gap analysis in the midterm to help effectively inform further adaptation and course correction of the project’s strategy, programs and activities to meet the needs of tripartite constituents globally. The overall objective of the HRDD4DW project is to ensure that human rights due diligence policies and processes effectively support the realization of labour rights and the decent work. At the end of the project, ILO constituents and enterprises will have increased knowledge, capacity and engagement on the labour dimension of HRDD. The outputs to achieve this outcome are as follows: 1) Enhanced availability and user-friendliness of information from various ILO sources support effective HRDD policies and processes. 2) Strengthened capacity of ILO tripartite constituents on the labour dimension of HRDD for more effective and inclusive HRDD processes. This is call for expression of interest from individual consultants/evaluators to conduct an independent mid-term evaluation of the project. The external consultant/evaluator applying for this assignment should submit a technical and financial proposal, clearly indicating the per-day fee in USD and the estimated level of effort (number of days proposed for the consultancy); CV of the evaluator highlighting relevant experience and a sample of 2 previous evaluation reports on similar thematic areas should be shared along with a statement declaring availability for the period mentioned in this ToR.
