RFP-2026-01 LGBTI+ Emergency Support Fund. (Албания - Тендер #70080727)

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with successful bidders and select suitable contractors to provide emergency support to LGBTI-led organizations and groups in the periods of human rights attacks and in the periods of crisis of community led responses in (Track A) West and Central Africa and Easten and South Africa, (Track B) Asia-Pacific, (Track C) Eastern Europe and Central Asia, and (Track D) Latin America and the Caribbean.
The contractor shall be a registered Community-led organization (no individuals) operating in the field of strengthening community-led responses and/or human right defenders, with proven expertise in responding to human rights crisis affecting key populations. Bids from individual contractors will be rejected.
Contractors will be tasked to set-up and maintain a demand-driven emergency support fund that will be able to provide small grants or direct funding to LGBTI-led organizations to ensure their safety and security, including digital security, in the situations:
- Increased criminalization of LGBTI
- Stigmatization/dehumanization campaigns against LGBTI
- Funding restrictions (including due to foreign agent laws)
- Defunding of LGBTI-led responses
The scope of support may include convening of and support to the crisis support team, legal support, shelter/relocation, services/care for violence survivors, organizing retreats for affected team to assess and plan their response to the crises, among other actions. Bidder are requested to describe the approach to setting up emergency funds and forms or subgrants and other forms of direct support in their applications.
