Description of the Assignment:  

The Department of Information and Communications Technology (DICT) implements the Free Wi-Fi for All Program. The program aims to provide inclusive and sustainable internet connectivity in public places, government agencies, and instrumentalities nationwide. The program targets disadvantaged, isolated, and marginalized communities. To accelerate the rollout and strengthen capacity, DICT enlisted help from the United Nations Development Programme (UNDP). This support takes shape through the Connectivity, Capability, and Resiliency through Free Wi-Fi for All (CoRe FW4A) Project. The project expands internet access in higher education institutions, rural health units, local government units, and other critical public service facilities.

Ongoing project reviews and recommendations from the Program Sustainability Plan highlight a key institutional gap. The DICT Free Wi-Fi Project Management Office (PMO) and DICT Regional Offices currently lack an official Program Roadmap and standardized Manual of Operations. This gap risks continuity, coherence, and the quality of implementation across regions. In response, DICT has formally asked UNDP to support the formalization of roadmap and MOP through a training workshop. Stakeholders should actively participate in upcoming sessions and share insights to help the CoRe FW4A consultant define, document, and institutionalize the program’s strategic direction, operating procedures, and governance arrangements. These collaborative efforts will support long-term sustainability and enable more effective contributions to national digital inclusion and SDG-aligned development outcomes.

Period of assignment/services (if applicable):  30 days spread over three months
