Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will lead research to advance the international statistical framework on the social and solidarity economy (SSE), with a specific focus on informal SSE entities and informal employment in informal SSE units. Building on ICLS standards—particularly the 21st ICLS Resolution on the informal economy—and on the evolving discussions of the UNTFSSE Technical Working Group on SSE Statistics (TWG-SSES), the consultant will analyse how informal SSE units can be conceptually identified, classified, and statistically measured within the broader SSE framework. Key tasks include conducting an extensive literature review; examining conceptual and operational issues related to informal SSE entities and informal employment within them; preparing technical notes to support TWG-SSES deliberations; collecting empirical cases from multiple regions; and reviewing existing survey instruments, administrative data, and country practices to propose feasible methodologies. The consultant will produce an inception report, technical notes, and a final research report presenting methodological options, classification approaches, survey modules, and recommendations for integrating statistics on informal SSE units and informal employment in informal SSE units into national statistical systems. Active engagement with the TWG-SSES and the Community of Practice, as well as participation in at least three dissemination events, is required.
