In line with Recommendation 205, with the ILO Libya Country Context Study (2022), and with the objective of promoting peace and social cohesion through an inclusive and conflict sensitive approach to employment creation, the project will therefore:
In this context, a preliminary report is being produced offering analysis and actionable recommendations to promote inclusive entrepreneurship, mapping some actors, systemic constraints, opportunities, and leverage points for intervention. The ILO has already conducted a preliminary mapping of the entrepreneurship ecosystem and the target group, including the identification of priority pillars and an in-depth analysis of underlying constraints, as well as mapping some of the key actors within the selected pillars.
The continuation of the inclusive entrepreneurship ecosystem assessment in Libya, including further key informant interviews and focus group discussions, requires prior approval and endorsement by the UNSDCF Governmental Steering Committee in Tripoli. The ILO is currently obtaining this endorsement, and the present Terms of Reference have been issued to cover the remaining work once the necessary approval is secured.
The remaining work, to be covered in this ToRs, will include the continuation of key informant interviews (KIIs) with primary actors, particularly Libyan governmental, public, and private stakeholders, as well as the organization and the execution of focus group discussions (FGDs). The findings will guide the design of targeted interventions that aim to unlock entrepreneurship potential, contribute to inclusive economic recovery, and advance sustainable livelihoods in Libya.
In this context, the ILO seeks to engage a research/ consultancy company for the implementation of this assignment. The selected company must have a legal basis to operate in Libya, either by being legally registered in Libya or through a formal partnership with a local company that is legally registered in Libya.
