Call for External Collaborator - Assessment of FPRW Compliance in Export Sectors Linked to FTAs in South-East Asia (Trade, Labour and FPRW in Southeast Asia Project) (Албания - Тендер #69342248)

Description

The consultant will prepare an ASEAN regional trade–labour impacts mapping and assess FPRW compliance in export sectors linked to free trade agreements (FTAs) across 3–4 ASEAN Member States. Work includes partner mapping; identifying FTA-exposed export sectors; developing a sector-screening matrix; and shortlisting priority sectors based on export intensity, FTA relevance and FPRW/informality risks. For each selected sector, the consultant will conduct legal and institutional analysis, prepare an FPRW Gap Matrix, and document enforcement touchpoints and supply-chain mechanisms. Field validation will be undertaken through KIIs and FGDs with ministries, inspectorates, employers’ and workers’ organizations, enterprises and ASEC focal points. The consultant will then develop sector-specific action notes/toolkits with actions matrices, indicators, checklists and cooperation-mechanism entry points. The assignment also requires analysing how FTA labour provisions function in practice and assessing the effectiveness of monitoring, dialogue and cooperation mechanisms. A dissemination pack and two dialogue sessions will support uptake of findings, culminating in a consolidated Final Report.
