1. Objective
The objective of this consultancy is to conduct desk research that maps and compares key elements of the labour rights and labour standards under the social and/or labour pillars of the
following national policies and provides a draft harmonized action points for enterprises:
i-ESG framework;
ii. National Action Plan on Business and Human Rights (NAPBHR); and
iii. New Industrial Master Plan (NIMP 2030), specifically the Electrics and Electronics (E&E) and Automotive industries.
The outcome of this initiative will help businesses understand their duties and responsibilities under these policies.
2. Tasks
2.1 Policies Identification and Review
" Collect and review relevant policies stated in item 2 (Objective)
2.2 Comparative Analysis
" List action points for enterprises required or expected in different policy documents on the labour-dimension of responsible business conduct/ ESG, including obligations and
recommended practices.
" Identify overlaps, differences, and complementarities, or inconsistencies (if any) between these policies with the view to providing coherent guidance for businesses.
2.3 Findings
" Organize findings into practical themes in accordance with, but not limited to, the ILO Fundamental Principles and Rights at Work (FPRW):
i. Freedom of Association and Collective Bargaining
ii. Elimination of forced labour
iii. Abolition of child labour
iv. Elimination of discrimination in respect of employment and occupation
v. Safe and healthy working environment
2.4 Recommendations
" Develop a simple, clear reference tool showing the businesses duties and responsibilities under these policies and how they can use this tool in their daily operations.
" Share the findings and recommendations with businesses through national or sectoral business associations.
3. Expected Outputs
3. .1 Desk Research Report (1015 pages) containing:
i. Policy overview
ii. Comparative analysis
iii. Harmonized matrix/framework
iv. Practical recommendations
3.1.1 Presentation Slide Deck (max. 20 slides) for internal or stakeholder briefing.
3.2 Tool for Business Users:
" A user-friendly quick reference guide tool (2-3 pages) showing the businesses duties and responsibilities under these policies.
