Description

The ILO Evaluation Office is conducting a high-level corporate evaluation on ILO strategy and actions on skills and lifelong learning (2022 – 26). The Thematic Expert will provide subject-matter expertise to EVAL to strengthen the evaluation’s design, analysis, and reporting. This includes contributing with technical thematic advice at targeted instances, notably the development of the evaluation framework—such as refining evaluation questions, indicators, and analytical approaches—and ensuring their validity and reliability, and providing an active role in the consultation with the reference group together with ILO EVAL. The expert will review and analyze a selected suite of relevant documents, data, and field evidence, offering informed interpretation of findings grounded in a deep understanding of global and regional policy contexts, trends, and comparative practices. The consultant will ensure the technical validity and reliability of the evaluation findings, and conclusions, as well as the accuracy, consistency, and relevance of conclusions and recommendations within the area of expertise, and review related sections of the evaluation report and executive summary to support the formulation of actionable, evidence-based recommendations.
