Description

The ILO Evaluation Office is conducting a high-level corporate evaluation on ILO strategy and actions on skills and lifelong learning (2022 – 26). The evaluation expert and data analyst will be responsible for conducting comprehensive data collection and analysis of both primary and secondary, quantitative and qualitative sources. The consultant will contribute to the drafting and review of the inception report, main evaluation report, and executive summary, while actively supporting data collection during both the inception phase and fieldwork in designated case study areas. The consultant will prepare relevant documentation, draft report sections, and ensure that all findings are credible, triangulated, and aligned with the evaluation questions. Throughout the process, the consultant will uphold high standards of data quality, validity, reliability, consistency, and accuracy, contributing to sound, evidence-based conclusions and recommendations in line with international evaluation standards.
