Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Under this assignment, the International Consultant will provide technical assistance to support the adaptation of Timor-Leste’s contributory social security system to better include vulnerable and informal-sector workers. The work will involve conducting a comprehensive assessment of current coverage and barriers, facilitating multi-stakeholder consultations, developing an evidence-based approach and roadmap endorsed by the Ministry of Social Solidarity and Inclusion (MSSI) and the National Institute of Social Security (INSS), preparing a participatory joint workplan and log frame, and delivering municipal-level training for staff. The Consultant will also consolidate findings, recommendations, and tools into a high-quality final report aligned with ILO procedures and guidelines, while coordinating with ILO and national counterparts throughout the assignment to ensure timely and effective delivery of all outputs.
