Consultancy Services for Climate Risk and Adaptation Assessment in Priority (Албания - Тендер #68222411)

The Environment, Climate Change, and Disaster Risk Reduction (DRR) Portfolio of UNDP Jordan provides comprehensive support to strengthen environmental governance and promote nationally owned sustainable development pathways. This includes mainstreaming environmental management into national and local development planning, advancing actions to mitigate climate change, and supporting adaptation to its impacts. In particular, the Portfolio assists Jordan in delivering global environmental benefits related to climate change by enhancing the understanding of greenhouse gas (GHG) emissions, sinks, and their potential impacts. These efforts contribute to reinforcing the linkage between national environmental management systems and global environmental frameworks, while building national capacities to address and report on climate change.

In this context, the Global Environment Facility (GEF)-funded, UNDP-supported, and Ministry of Environment-implemented project, titled “Preparation of the First Biennial Transparency Report (1BTR), Second Biennial Transparency Report (2BTR), and the Fifth National Communication Report under the UNFCCC”, was launched in 2024. The project aims to enable Jordan to meet its reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and to strengthen institutional and technical capacities for transparent, robust, and sustainable climate reporting.

This consultancy is a core element of Component 2 of the project, “Development of Jordan’s Fifth National Communication (NC5) and Second Biennial Transparency Report (BTR2)”. The component is designed to enable Jordan to meet its reporting obligations under the UNFCCC, while also strengthening national capacities for climate transparency, strategic planning, and evidence-based decision-making.

The scope of this assignment is to undertake a comprehensive climate risk and adaptation assessment across Jordan’s key development sectors, including agriculture and food production, natural ecosystems, water resources, public health, business and economic wealth, tourism, and public infrastructure. The consultancy will analyze vulnerabilities, risks, and adaptive capacities based on updated national climate projections (prepared under a separate consultancy) and propose priority adaptation measures to reduce the adverse impacts of climate change on Jordan’s development trajectory.

As part of this effort, the consultancy will carry out downscaled climate change vulnerability assessments in priority geographic hotspots, with a focus on the Jordan Valley corridor. This area stretches from the northern basin of the Dead Sea to the Syrian border and is home to approximately 400,000 people across eight municipalities (Khalid Bin Al-Walid, Muath Bin Jabal, Tabqet Fahel, Shurahbil Bin Hasana, Deir Alla, Al-Maadi, Shouneh Al-Wusta, and Sweimeh). The assessments will examine key local sectoral developments, particularly in water resources, agriculture, public health, and public services, and will generate targeted insights to inform sector-specific adaptation strategies and policy planning.
