Description
Dear Bidder, Under the Better Livelihoods and Human Capital through Improved Service Delivery in Social Protection and Skills (BLHC) Programme, the International Labour Organization (ILO)
is looking for a consultant to conduct a comprehensive sectoral desk-based review, aiming at preparing for SPEED analysis, focusing on identification of sectors and skills that have
potential for economic development, improving decent work opportunities and adaptable to the green transition. The key objective is to identify priority sectors by using STED (Skills for
Trade and Economic Diversification) criteria and recommendations for SPEED analysis. The ILO’s Better Livelihoods and Human Capital through improved service delivery in social
protection and skills (BLHC) Programme is a joint programme in support of the World Bank Compass and UN Global Accelerator multi-stakeholder track (M-GA). The M-GA is informed by the
aligned objectives of the UN Global Accelerator on Jobs and Social Protection and the World Bank Social Protection and Jobs Compass, to fast-track actions to extend social protection to
the 4 billion people worldwide who are currently excluded, and to create millions of decent jobs in sustainable and future-orientated sectors. One of the main components of the programme
in Cambodia is to improve TVET employability outcomes through increased inclusion, responsiveness to labour demands and improved cross-cutting skills. Preparation for SPEED analysis is
key to adapting to the green transition and contribute in preparing Cambodia’s graduation for the upper medium income status, which is planned to reach in 2030 If you are interested,

Sustainable Procurement practices integrate requirements, specifications, and criteria that are compatible and in favour of the protection of the environment, the social progress and in support of economic development.
These practices seek resource efficiency, improve the quality of products and services, and ultimately optimize costs (HLCM Procurement Network). Sustainable Procurement is one of the Sustainable Development Goals (SDGs) (goals 12 and 12.7), and it also contributes to the achievement of all SDGs.

The tender contains sustainability considerations regarding local MSMEs, local communities or disadvantaged groups.
Examples:
Reserved labour opportunities for local communities, use of local materials, reserved procurements for local companies
Social health and well-being Social
The tender contains sustainability considerations promoting health and general well-being of consumers/ recipients of the good or service.
Examples:
Hazardous chemicals handling, labelling of chemicals.
Social inclusion of persons with disabilities Social
This indicator summarizes sustainability considerations that relate to inclusion of a person with disability.
Examples:
Organizational policy on disability inclusion, recruiting people with disabilities, accessible premises, disability-inclusive supply chains, and manufacturing accessible products.
Sustainable resource use Environmental
The tender contains sustainability considerations promoting the sustainable use of resources.
Examples:
Energy-saving measures, recycling, take-back programmes and responsible end-of-life management
