Conduct an independent MidTerm Evaluation of the ILO project “Decent Work for Sustainable and Inclusive Economic Transformation in Mozambique (MozTrabalha) Phase 2”, managed by the ILO Regional Office (Албания - Тендер #67760942)

The ILO seeks an international evaluation consultant to conduct an independent Mid Term Evaluation of the project Decent Work for Sustainable and Inclusive Economic Transformation in Mozambique (MozTrabalha) Phase 2. The evaluation will assess progress, effectiveness, efficiency, sustainability, and alignment with national and international frameworks, including SDGs and ILO priorities. The assignment spans approximately 45 working days between November 2025 and February 2026 and includes desk review, stakeholder consultations, field missions, data analysis, and reporting. Deliverables include an inception report, validated findings, draft and final evaluation reports, and a stakeholder workshop. The evaluation will be managed by the ILO Evaluation Office and Regional Office for Africa, with technical support from DWT Pretoria and relevant departments.
