Dear Bidder, The International Labour Organization (ILO) Country Office for Nepal is looking for an individual to undertake work as an External Collaborator. Below is the summary of work
to be performed: • Review the findings and recommendations of the recent Assessment of PES and Labour Market Policies in Nepal and other relevant (comparative) literature and documents
• Conduct Situation Analysis and Consultations at Federal, Provincial and at least 4 local levels (in each province), to map the employment services and ALMPs provision at all levels of
government, including the ESC functions; review the current institutional arrangements and coordination mechanisms at all levels of government; and produce a summary of findings •
Develop the National Public Employment Services (PES) Policy Framework with Strategic Plan that defines national employment objectives based on key policy documents, target audience,
organizational and institutional structure, coordination framework and governance mechanisms, service design, offer and delivery channels, partnership working, human resources and
financing of PES; with a clear priorities, strategic interventions, and implementation pathways that align with national employment policies and labour market trends. • Develop the
Strategic Plan for the implementation of MoLESS’s Internal Employment Promotion Decade with clear priorities, strategic interventions, programmatic coherence, and implementation
pathways for the promotion of employment within the country. • Develop Management and Operation Procedures for the effective delivery of employment services and ALMPs through employment
