Since 2022, the ILOs Global Centre on Digital Wages for Decent Work, Better Factories Cambodia (BFC), and national stakeholders have promoted the transition to responsible digital wage payments to advance financial inclusion, enhance payroll efficiency and transparency, and foster greater respect for workers rights in the Textile, Apparel, Footwear, and Travel Goods sector in Cambodia. By working closely with employers organizations, trade unions, workers, the government, financial service providers, brands and buyers, and development partners, the initiative facilitated stakeholder engagement, dialogue, knowledge sharing, research, and provided training, tools, and policy guidance to scale up digital wage adoption across the industry. The fast development of the digital financial ecosystem, with improved service coverage across the country, convenient and more affordable solutions, has facilitated and accelerated the adoption of digital wage payments by factories and their workers. To date, more than 600,000 workers the majority of whom are women - in more than 500 export factories now receive their wages through financial accounts.
In the early years, wage digitization enabled workers to access their very first formal financial account, paving the way to their financial inclusion. Evidence also showed that when wage digitization is implemented responsiblywith active worker engagement and adequate support throughout the transitionit helps workers save more, manage their finances more effectively, and gain confidence in using digital financial services.
Despite progress, many workers still face low levels of financial literacy, limiting their ability to make informed financial decisions amid the growing availability of diverse digital financial services. In that context, and as part of ongoing efforts to promote factory workers financial inclusion and well-being in Cambodia, BFC is implementing a financial literacy campaign to support garment workers in improving their understanding of digital wages and financial management. As part of this initiative, BFC is engaging a consultant to lead factory-level campaign activities, promote chatbot-based learning modules, and document the campaigns progress and impact.
To support BFC in executing its factory-level campaign and communication activities to raise awareness and develop financial literacy skills of garment workers. The consultant will be responsible for:
