Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: An
Evaluability Review (ER) of the EU4Jobs of the Future project, through an examination of its monitoring and evaluation (M&E) framework to ensure valid and impartial assessment of
project performance during midterm and final evaluations of the project. This will involve document review and key informant interviews, to assess the quality and robustness of the
M&E framework, alignment with project objectives and capacity to generate credible data for accountability, learning, and performance improvement. The assessment is expected to
examine the intervention logic, risks and assumptions of the project; the quality of indicators, baselines, targets and milestones; MOVs infrastructure, human and financial resources,
including M&E capacity, specific information systems and tools; and stakeholder participation and use of information, with identification of strengths, challenges and specific
recommendations for each key area. The consultant will submit an inception report, a draft and final evaluability report, as detailed in the TOR for this assignment. Please note that if
