Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The
consultancy aims to review and update the Expanded Public Works Programme’s (EPWP) Large Projects Guidelines to ensure their relevance and effectiveness in modern infrastructure
delivery. The assignment involves assessing the current guidelines, identifying gaps, and developing a revised version that incorporates contemporary project and programme management
methodologies, innovative approaches to defining large projects, and integration of digital tools such as AI, GIS, and BIM. It will also embed sustainability, climate resilience, and
inclusive stakeholder engagement while promoting labour-intensive methods. Key activities include a comprehensive gap analysis, consultations with government, industry bodies, and
professional associations, benchmarking against international best practices, and mapping the full project cycle. The consultant will produce an inception report, gap analysis, draft
guidelines, validation workshop report, and a final second edition of the guidelines, supported by an executive summary and presentations for policy advocacy. The assignment spans
approximately 70 person-days over four months. Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO. If you are interested,
