Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The
International Labour Organization (ILO) is seeking a qualified consultant to conduct a comprehensive assessment of the Work-Based Learning (WBL) ecosystem in the counties of Narok,
Nakuru, and Kajiado, Kenya. The assessment will review national WBL standards, policies, and guidelines, and evaluate the current WBL landscape in the tourism and agriculture (fodder)
sectors in the three target counties. The consultant will map WBL providers, identify relevant stakeholders, assess institutional and market readiness, and analyse alignment with national
standards. The study will also examine opportunities for establishing and strengthening Public-Private Development Partnerships (PPDPs) involving employers, workers’ organisations, farm
cooperatives, and community-based training organisations (CBTOs). Findings will inform small-scale implementation agreements with the Federation of Kenya Employers (FKE) and the Central
Organisation of Trade Unions (COTU) to operationalise county-specific WBL strategies. Deliverables include an inception report, draft and final WBL assessment reports, and presentation
materials for a validation workshop. Please note that travel to Narok, Nakuru, and Kajiado counties will be required for stakeholder consultations. Bidders should quote their daily fee
that will be inclusive of any travel and subsistence costs. It is expected that the consultant will use a maximum of 4 travel days per county. ILO will not pay any additional costs beyond
