Description
The Expert will undertake a comprehensive assessment of the state of social dialogue in Kosovo, following the methodological note attached to this vacancy. The work will start with a
review of the legal and institutional frameworks regulating social dialogue, labour relations, collective bargaining and dispute resolution, benchmarking these against ILO Conventions and
the EU acquis. The Expert will also map the main social partners - trade unions and employers’ organizations - focusing on their organizational structures, membership, inclusiveness,
and capacity for dialogue. Relevant government institutions will be examined in terms of their role in safeguarding and promoting social dialogue and collective bargaining. The study will
further analyze how collective bargaining and tripartite consultations function at enterprise, sectoral, inter-sectoral and national levels, and assess the inclusiveness of these
processes, especially with respect to women, youth, SMEs and workers in the informal economy. To build a sound evidence base, the Expert will use quantitative and qualitative methods and
identify gaps in statistical and institutional reporting. Kosovo’s experience will be placed within a regional and EU comparative context to draw lessons and highlight good practices.
Based on this, the Expert will provide evidence-based recommendations for legislative and non-legislative measures to strengthen social the institutions and practices of social dialogue.
