Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: 1. Desk
research: Reviewing the Malawi Pensions Acts of 2011 and 2023 Old Persons Bill of 2024; Employment Act, Tax Law, National Social Protection Policy 2024-2029 and other relevant laws,
regulations, policies, and literature, relevant subsidiary legislation and directives issued by the Reserve Bank of Malawi (RBM) including ILO Conventions, Recommendations and guidelines
to identify legal constraints and institutional bottlenecks that hinder effective pension administration, coverage expansion, and financial sustainability. 2. Conduct Stakeholder
Consultations: Consulting with key stakeholders, including government ministries, pension fund administrators, employers’ and workers’ organizations, and civil society pension scheme
members including public and private schemes. 3. Propose specific legal reforms, including required legislative amendments in terms of the setting up Pension Fund (i.e. coverage,
compliance, adequacy, sustainability, institutional architecture to govern pension system) to support reform priorities. 4. Develop presentation of proposed specific legal reforms,
clearly outlining required legislative amendments and institutional adjustments to support reform priorities (e.g., expanded coverage, improved compliance,). 5. Presentation at
Stakeholder Workshop: Present the draft report at the stakeholders’ workshop to validate findings and recommendations with key stakeholders. If you are interested, please express
