Description
The consultancy will provide technical support to the Government of Mozambique — including MAAP, the Ministries of Economy, Planning and Development (MPD), Mineral Resources and Energy
(MIREME), and municipalities — as well as social partners, to map the current state of Circular Economy (CE) implementation in the country and develop a National Roadmap, drawing on
experiences from other African nations.. Key tasks include: 1) Preparing a report on the state of CE in Mozambique, reviewing legal and regulatory frameworks, public policies, and
business practices related to sustainable consumption and production, with benchmarking against SADC and other African regions, in cooperation with academia and stakeholders. 2)
Identifying ongoing circular practices and priority sectors/value chains with high transition potential. 3) Assessing legal, institutional, technical, and operational barriers, proposing
solutions aligned with national planning and social dialogue mechanisms. 4) Engaging stakeholders to define strategic objectives, priority areas, cross-cutting themes, and implementation
mechanisms for the National Circular Economy Strategy (ENEC). 5) Integrating gender analysis to identify barriers and opportunities for women and young women in CE, ensuring equal access
to raining, finance, jobs, and green entrepreneurship, and assessing gendered economic impacts. 6) Developing an action plan with targets, timelines, indicators, responsibilities, and
funding sources, aligned with ENDE Priority Programme 5.4.3. 7) Proposing an indicator framework and monitoring system for ENEC. 8) Leading consultations, validation sessions, and
stakeholder mobilization in coordination with SP2. 9) Contributing to the National Waste Management Plan (PNGR), replacing the 2013– 2025 strategy, including diagnostics, consultations,
evaluation of the previous plan, and preparation of the final version for official publication...
