Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: In close
collaboration with a local expert, the External Collaborator will lead the assessment of alternation-based training approaches in Kosovo’s HoReCa sector, ranging from formal dual VET
models to less intensive forms of work-based learning. The assessment will cover the performance, quality, and operational arrangements of WBL provision; employer involvement and
practices; and the perspectives of students and training providers on the relevance, effectiveness, and challenges of WBL. It will also examine the roles of intermediary institutions and
review existing provisions for student safety, including insurance coverage, protection against work-related accidents, health risks during workplace training, safeguards against
violence, sexual harassment, and discrimination in all forms. Drawing on identified constraints, the External Collaborator will lead the development of a comprehensive Guidance Note,
outlining practical, context-specific actions to overcome demand- and supply-side barriers, as well as institutional and structural gaps affecting WBL effectiveness and quality. The
External Collaborator will also compile and present good practices of WBL implemented in countries and sectors with contexts comparable to Kosovo, highlighting transferable elements and
lessons learned to inform the Guidance Note’s recommendations. Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO. If you
