Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Evaluating
the relevance, effectiveness, efficiency, impact, and sustainability of the ILO component of the W4H programme at country level, in line with ILO’s evaluation policy, focusing on
outcomes, successes, lessons learned, and areas for improvement, incl. design, strategy, implementation, duration, resources, and sustainability, and provide recommendations. It aims to:
•Assess how project activities align with national priorities, stakeholder needs, and related efforts by ILO, national actors & partners. •Evaluate effectiveness in delivering
expected outputs and outcomes; review the efficiency of implementation, incl. resource use and coordination mechanisms. •Assess emerging impact on addressing health and care workforce
challenges at the country level; evaluate the sustainability of project results and the likelihood of continued benefits post-completion. •Assess collaboration between ILO & WHO,
identifying gaps and opportunities to strengthen joint delivery toward the W4H goals. •Identify lessons learned, incl. challenges encountered and how they were addressed; document good
practices to inform other countries/future initiatives. •Provide clear, actionable recommendations to improve delivery for the remainder of the 2024–2026 cycle and potential follow-up
projects. The assessment (Dec 2023–July 2025) covers 6 countries via desk review and remote consultation, with deeper analysis in Malawi and Pakistan. Please note that if travel is
