Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is
commissioning a policy brief to explore how the just transition framework can be applied in crisis-affected and fragile settings. The assignment involves analyzing the intersection of
climate change, conflict, and disaster risk, and offering guidance to ILO constituents—governments, workers’, and employers’ organizations—on integrating just transition
principles into crisis response, recovery, and employment policies. The consultant will conduct desk research, review existing frameworks (e.g., the Humanitarian-Development-Peace Nexus,
ILO Just Transition Guidelines, and Recommendation No. 205), and provide relevant case studies, with a focus on the Arab States region. The brief (max. 7,000 words) will include key
messages, findings, and actionable recommendations aligned with ILO standards. The final deliverable is due by 15 November 2025. Please note that if travel is required for this
