Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as a National Consultant (External Collaborator). Below is a summary of the work to be performed: The External Collaborator (EXCOL) will work under the supervision of the team leader (international consultant) for the independent final evaluation of the Better Work Pakistan (BWP) Programme (pilot phase 2022-25). The EXCOL will support the international consultant, and be part of evaluator team to conduct initial interviews with officers of ILO Pakistan that have led the BWP Program, and prepare the inception report. The inception report will operationalize the ToR, and should be approved by the evaluation manager before moving to data collection at field level. Data collection will be through field missions in Pakistan. At the end of the data collection phase, the tripartite BWP steering committee will review preliminary findings, and put forward recommendations, lessons, and good practices to be built out under a possible follow-up project phase. Based on the inputs from discussions and interviews with key stakeholders, the international consultant will draft the evaluation report. The draft evaluation report will be sent to the Evaluation Manager for a methodological review. The evaluator team will finalize the evaluation report, and submit the final version to the evaluation manager for approval. The evaluator team will present the findings of impact assessment at the validation workshop.
