Description
Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The
consultant will conduct a comprehensive legislative review of employment laws in the Republic of Palau to assess alignment with international labour standards and national development
priorities. The work includes a desk review of existing laws and the 2014 ILO review, comparative legal analysis, and stakeholder consultations with government, employer, and worker
representatives. The consultant will identify legislative gaps—particularly on contracts, OSH, gender equality, social protection, and migrant labour—and propose concrete legal
reforms and draft provisions. Deliverables include an inception report, draft and final legislative review reports, a stakeholder consultation summary, presentation of findings at a
validation workshop, and a final consolidated report. All outputs are due by 20 October 2025, with the assignment expected to run over 10 weeks from 11 August 2025. The consultant must
hold a relevant degree in labour/employment law or a related field and have demonstrated experience with international labour standards, legal reform, and Pacific labour issues. Strong
analytical, drafting, and stakeholder engagement skills are essential. Payment will be made in four instalments, tied to the submission and approval of deliverables. The consultant will
report directly to program Officer, Mr. Ahmad Ali, email at ahmadali@ilo.org, and coordinate with ILO throughout the assignment. Please note that if travel is required for this

Promoting sustainability throughout the supply chain Economic
The tender contains sustainability considerations promoting sustainability through the entire supply chain.
Examples:
Sustainability requirements for tier 2 suppliers, identification and approval of subcontractors.
Protection of the environment, biodiversity and restoration of natural habitats Environmental
The tender contains sustainability considerations related to the protection of the environment, biodiversity and restoration of natural habitats.
Examples:
Sustainable/ organic agriculture, fishing or forestry.
Social health and well-being Social
The tender contains sustainability considerations promoting health and general well-being of consumers/ recipients of the good or service.
Examples:
Hazardous chemicals handling, labelling of chemicals.
Social inclusion of persons with disabilities Social
This indicator summarizes sustainability considerations that relate to inclusion of a person with disability.
Examples:
Organizational policy on disability inclusion, recruiting people with disabilities, accessible premises, disability-inclusive supply chains, and manufacturing accessible products.
Supplier audits Generic
The tender incorporates contract conditions/ KPIs that stipulate the verification of suppliers" environmental and social claims through “spot checks” and audit provisions.
Sustainable resource use Environmental
The tender contains sustainability considerations promoting the sustainable use of resources.
Examples:
Energy-saving measures, recycling, take-back programmes and responsible end-of-life management
UN Global Compact Generic
The tender contains sustainability considerations promoting vendors" participation to the UN Global Compact.
Whole life cycle cost Economic
The tender considers the whole life cycle cost of the service or product.
