Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The External Collaborator (EXCOL) will act as the evaluator for the final evaluation of the Better Work Pakistan (BWP) Programme (pilot phase 2022-25). The EXCOL will conduct initial interviews with the officers of ILO Pakistan that have led the BWP Program, and prepare the inception report covering status of logistical arrangements, project background and materials, key evaluation questions and evaluation indicators, evaluation matrix, detailed work plan, list of stakeholders to be interviewed, and all data collection tools. The inception report will operationalize the ToR and should be approved by the evaluation manager before moving to data collection at field level. Data collection will be through field missions in Pakistan. At the end of the data collection phase, the tripartite BWP steering committee will review preliminary findings, and put forward recommendations, lessons, and good practices to be built out under a possible follow-up project phase. Based on the inputs from discussions and interviews with key stakeholders, the evaluator will draft the evaluation report. The draft evaluation report will be sent to the Evaluation Manager for a methodological review. The evaluator will finalize the evaluation report, and submit the final version to the evaluation manager for approval. The evaluator will present the findings of impact assessment at the validation workshop.
