UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Consultancy services for Baseline Assessment of the European Union Human development
(EUHD) programme . BRIEF BACKGROUND Purpose: The purpose is to conduct a baseline assessment of the European Union Human Development (EU HD) programme. This will establish
pre-implementation status indicators and serve as a reference point for measuring progress, performance, effectiveness, and impact throughout the programme’ s implementation. Objectives
The baseline assessment aims to collect and analyze initial conditions in target areas to guide programme design, implementation, and sustainability. Specifically, it will: • Determine
disaggregated qualitative and quantitative baseline values for programme performance indicators of all three components of the programme, in alignment with the EU HD programme’ s
logical framework. • Assess the operational and functional status, as well as the capacity of institutional structures responsible for programme implementation at district, provincial,
and national levels. • Evaluate the capacity and sustainability mechanisms at different levels to ensure long-term continuity of services provided under the EU HD programme. IMPORTANT
