Background
ILO will work with a range of external stakeholders who may be selected to support the implementation of Ship to Shore Rights South East Asia. These are tripartite constituents of the ILO, as well as civil society organizations, service providers, non-profits and other relevant stakeholders. Implementing partners are selected based on their technical area of expertise and capacity to support the ILO to achieve the objectives of the programme.
As part of the inception phase of the programme from January to June 2025, the programme will develop a Stakeholder Institutional Capacity Building Strategy to ensure that potential and selected implementing partners are supported to develop sustainable institutional capacity in a range of areas to enhance the collaboration with the ILO. Areas considered for institutional capacity building include: financial and technical reporting; compliance with ILO and donor rules and regulations; communications and story-telling for impact; monitoring and evaluation; and others that may be identified.
Assignment objectives, scope and audience
The consultant will lead the development of the Stakeholder Institutional Capacity Building Strategy and draft curriculum to support the sustainable development of institutional capacity among the programmes partners in all countries of action. The strategy and curriculum will be used by Ship to Shore Rights SEA programme to ensure ongoing and sustainable support to partners to increase compliance with ILO and donor rules and regulations, improve public information and communications, reporting, and monitoring/evaluation requirements. Secondary audience are ILO constituents and stakeholders.

The duration of the consultancy is 15 non-consecutive working days between 20 May to 30 June 2025.
