RFQ-2025-10 Expert Proposal Writer: UNAIDS Resource Mobilisation in West and Central Africa. (Албания - Тендер #63344269)

The purpose of this Request for Proposal (RFQ) is for UNAIDS to enter into a contractual agreement with a successful bidder to conceptualize and write approximately 6-8 funding proposals for government and donors supporting programmes in West and Central Africa. This assignment will take place from signature of the contract to 15 December 2025.
The contract shall commence on 1st June 2025 and end on the 15 December 2025 with maximum 60 working days including the date of the final acceptance of all final reports.
The provider shall be an individual consultant or a consortium of two consultants with proven expertise in proposal development and writing.
This process will involve guiding staff to engage and agree on key design questions and issues and will inform the development of programmatic documents and resources including a Theory of Change, log frame (with key results), Monitoring, Evaluation and Learning (MEL) framework, outline of activities, risk assessment, stakeholder analysis and implementation arrangements. This design work will result in a funding proposal which clearly outlines all aspects of the programme and can be adapted for different funders.
