WFPs 2022 Evaluation Policy defines impact evaluation (IE) as those that measure changes in development outcomes of interest for a target population that can be attributed to a specific programme or policy through a credible counterfactual. IEs are usually undertaken during programme implementation over a multi-year period and are demand-led.

WFPs Impact Evaluation Strategy (2019-2026) is driven by two key objectives: first, to establish WFP as a thought leader by contributing to the global evidence base for Sustainable Development Goals (SDGs), and second, to provide operationally relevant impact evaluations that inform WFPs programmes and policies. Through the window approach, WFP delivers thematic portfolios of impact evaluations that answer operationally relevant questions across multiple country contexts. WFPs Impact Evaluation Unit focuses on evaluations in the following areas: Cash-based transfers and gender, Climate and resilience, School-based Programmes, Nutrition and on Optimizing humanitarian Interventions.
