RFP-2024-38 National Stigma and Discrimination Coordinator, UCO Thailand
The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to combat HIV-related stigma and
discrimination (S&D), human rights, and gender equality in Thailand. This will be achieved by providing technical support to government agencies, civil society organizations (CSOs),
and communities. The consultants role includes enhancing coordination and collaboration, as well as facilitating the active participation of key stakeholders in implementing strategic
interventions that advance human rights and reduce S&D across six designed settings. The consultant will ensure that policy frameworks and S&D interventions are tailored to meet
the country needs and include robust monitoring and evaluation processes to track progress towards achieving the 10-10-10 targets and UNAIDS objectives. The consultant will support the
implementation of Thailand and Bangkok and other province Partnership for Action to Eliminate All Forms of HIV-related Stigma and Discrimination. This position requires an individual
with expertise in the HIV response with an exceptional breadth of knowledge in S&D reduction, including human rights programming.
" Coordination and Collaboration Enhancement: Facilitate meaningful engagement between national implementers and the Global Partnership. Support, track, and report on the progress of
national actions to eliminate HIV-related S&D in six key areas. Ensure activities align with the GF catalytic funds grant on human rights (Breaking Down Barriers Initiative),
PEPFAR, UN, and nationally supported efforts.
" National Sub-Committee Support: Assist with the operational functions of the National Sub-Committee on AIDS Rights, Promotion, and Protection. This includes organizing regular
meetings, executing work plans, and enhancing engagement with key stakeholders such as the UN Joint Team on AIDS, PEPFAR, and the Global Fund.
" Innovative Interventions: Oversee the design, implementation, and evaluation of innovative and catalytic interventions, such as U=U, that aim to achieve the 10-10-10 targets. These
interventions focus on reducing stigma and discrimination, promoting human rights, addressing gender inequality, and ensuring sustainability beyond 2030.
" Capacity Building: Enhance the capabilities of civil society and community networks, particularly those involving people living with HIV (PLHIV), key populations and venerable
populations. Focus on meaningful engagement in addressing human rights and S&D barriers, implementing the U=U strategy, assessing the enabling environment, and effectively
implementing the Thailand Partnership for Zero Discrimination in community settings.
" Sustainability Roadmap Development Support: Provide technical assistance to the national technical working group in developing and implementing a sustainability roadmap for the HIV
response.
" Monitoring and Evaluation Enhancement: Update and improve the national monitoring and evaluation system to effectively track progress towards the UNAIDS 10-10-10 targets, the 30-80-60
targets, and integration of S&D and human rights in health services, along with other innovative interventions like U=U.
" Strategic Information Utilization: Support actively use strategic information on HIV-related S&D, human rights, and gender to drive program improvements and policy changes. This
includes leveraging tools like the stigma index 2.0, surveillance, surveys, community-led monitoring (CLM), and other research.
" UNAIDS Workplan and Reporting: Collaborate closely with the UNAIDS country team and the Global Center to prepare and maintain the workplan and fulfill reporting requirements as
mandated. This task involves ensuring that all documentation is up-to-date, accurate, and aligns with strategic objectives.
" Additional Responsibilities: Perform other duties as assigned by the UNAIDS Country Director.
Duration: The consultant will be recruited from 1 October 2024 to 29 September 2025 with maximum of 20 working days per month. And from 1 October 2025 to 29 September 2026, subject to
availability of funds. The consultant will be based at the UNAIDS Country Office for Thailand, Bangkok duty station.
