of Visibility Materials for Afghanistan) The World Health Organization Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers for the Establishment of a Long-Term Agreement
for a duration of 2 years renewable for the Procurement of Visibility Materials for Afghanistan), as per the attached specifications listed under (Annex 2). This will be processed through
a Long-Term Agreement (LTA) covering a period of 2 years renewable, in which the prices are fixed and the delivery lead time between the request and delivery is to be indicated. WHO is
not obliged to extend the LTA, or to reach its maximum duration if the performance of the supplier is not satisfactory. LTA might be extended based on satisfactory vendor performance and
mutual agreement. QUERIES: • A prospective bidder requiring any clarification may submit his questions via UNGM “Correspondence” tab not later than the 18th of July 2024, •
CLOSING DATE: Offers must be uploaded via UNGM, “Tender Documents” tab not later than [24th of July 2024] at [23:00, [Cairo, Egypt] time. SUBMISSION OF OFFERS: • Offers must be
submitted in relevant files (Two envelopes, one technical and one financial). • The Technical proposal must be submitted using the Technical proposal sheet (Annex 1). • Financial
Offers must be submitted in the attached (Annex 2) as an excel sheet and in PDF format. Bids with a different pricing format may be rejected. • The currency of the proposal shall be
stated in AFN or USD for all items. The supplier preferred currency to be used in the orders if awarded, should be mentioned in the offer. • Prices should not include VAT. • Offers
must comply with the requirements stated in the attached Invitation to Bid (ITB). All requirements should be completed as per the annexes. • If interested, you are kindly requested to
register through United Nations Global Marketplace (UNGM) by logging-in to this site: https://www.ungm.org. After having an active account, continue following the guidance, until you
express your interest to this bid. Then, you will be transferred to WHO’s e-tendering system to be able to collect the bidding documents and access your tender opportunities. All offers
should be submitted in UNGM website before the above-mentioned closing date and marked “Invitation to Bid: EM/RGO/DAF/LSP/P/0008083 Establishment of a Long-Term Agreement for a duration
of 2 years renewable for the Procurement of Visibility Materials for Afghanistan”. IMPORTANT REMARK: • Offers must comply with the requirements. • Offers must be received and made
in accordance with the instructions contained in the attached invitation to bid. • Any order resulting from this invitation shall contain WHO’s General Terms and Conditions and any
other specific terms or conditions detailed with the attached invitation to bid. INCOTERMS 2020: DDP / To the named delivery destination. EVALUATION OF THE BIDS: Once the bids have been
found satisfactory, WHO will proceed with their evaluation, as follows: a. Technical Evaluation: Based on Pass/Fail. b. Financial Evaluation: Lowest compliant offer. The bid may be
awarded to one or several suppliers, as a full award or partial as per compliance and cost. SELECTION/REJECTION CRITERIA 1. Offers not meeting the required specifications will not be
considered. 2. Only complete offers that contain detailed specifications and requirements will be considered. 3. Delivery time for more than 3 weeks in normal situations and 2 week for
emergency orders might not be considered. 4. Validity period of the offer required for a long-term agreement of 2 years. 5. An accreditation by an external body or an on-going
accreditation process by a certified accreditation body will be an asset. 6. The bidder should be a local supplier located in Afghanistan. 7. The bidder should have at least 2 years
previous experience with UN agencies, International Organizations and NGOs for procurement and supply of stationery and supplies. 8. WHO would not be liable to provide any tax exemptions.
9. The supplier should attach at least 3 Purchase Orders to support your experience in this field as stated under Annex 1. 10. Suppliers are requested to advise the capacity for the
delivery of Visibility materials to 34 provinces of Afghanistan. 11. Supplier should attach the license or certificate of official registration in Afghanistan or equivalent document
related to the required purchase to verify the company"s legal status. 12. The offers should include colored photos for the offered items to determine items quality. 13. Samples: In case
of need, suppliers may be required to submit physical samples for quality check. Samples should be packed in boxes and stick the content list with the supplier’s name on all boxes 14.
Singed/stamped offers on company letterhead will only be acceptable. UN CODE OF CONDUCT: Confirmation of acceptance that your esteemed company accepts the terms mentioned in the attached
