Assignment Title: Supervision of the Works for Viroi Bridge

The Government of Albania has received a loan in the amount of 51.6 million EUR financing from the World Bank toward the cost of the Building Resilient Bridges Project (BRBP) and intends to apply part of the proceeds for the subject consulting service.

The Albanian Road Authority (ARA) seeks a qualified firm to provide Consulting Service for the Supervision of Construction works for Viroi Bridge, situated in the southern region of Albania, near the town of Gjirokastër.

The consulting services (“the Services”) will consist of undertaking the following activities:

• Review the designs (drawings), contract and technical information prior to mobilization of the contractor and the commencement of works to check for completeness of the designs and contract documentation.
• To carry out supervision of Civil Works for the construction of Viroi bridge during their implementation stage to ensure compliance with the approved design, drawings, specifications, conditions of contract and sound engineering, road safety, etc practices and project environmental, social, and health and safety (ESHS) requirements.
• To carry out supervision of activities during the Defect Notification Period, until the Final Taking Over of the works and the issue of the Consulting Firm’s Performance Certificate.
• Undertaking any other activities necessary for the successful completion of the assignment.

The duration of the consultancy services is eighteen (18) calendar months, comprising of six (6) months of the Supervision phase and twelve (12) months for the Defect Notification Period offering the approximate level efforts of forty-nine (34) man/months for essential staff and ten (11) man/months for non-essential staff. The intended commencement date is May 2024, subject to the completion of service contract award procedure and commencement of Works.

The Albanian Road Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant Firm must be able to demonstrate previous experience in similar assignments as follow:

• At least 10 years of national or international experience with projects similar scale and scope to the services described in these TOR; and
• The consulting firm should have successfully implemented at least 2 similar supervision contracts within the last 5 years.

The shortlisting criteria are:

• Core business and years in business (30 Points)
• Past experience in similar assignments (60 Points)
• Firms’ organization and staffing (10 Points)

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
