1 INTRODUCTION AND BACKGROUND: 1.1 The United Nations Economic Commission for Africa, Addis Ababa Headquarters, hereinafter referred to as “ECA” with its Headquarters located in Menelik II Avenue, Ethiopia, is established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN"s five regional commissions. ECA’s mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa"s development. 1.2 ECA is inviting proposals for the award of a Long-Term Agreement (LTA) to satisfy the purpose outlined in the title stated above. The LTA will be entered into for the period of one (1) year and will be extended for an additional four (4) years subject to satisfactory contractor performance. 1.3 The RFP document sets out the bidding instructions and compliance requirements for contractor wishing to submit a proposal to undertake this contract. The present documents set out the technical description of the Goods and/or Services required. The conditions of contract, upon which any subsequent LTA will be based shall be as contained within this RFP package. 1.4 The completion and submission of technical and financial proposals required by this RFP, to ECA, may lead to selection of a preferred Bidder for the award of the contract. 2 THE GOODS AND SERVICES REQUIRED: 2.1 Whilst delivering on their mandates, ECA and other UN Entities deploys assorted electric and electronic equipment, critical for operational activities. When it is damaged or obsolete, however, this equipment becomes an e-waste , a hazardous waste stream due to the presence of toxic metals such as mercury and lead, and other hazardous substances. E-waste may also contain precious metals such as gold, copper and nickel and other rare materials of strategic value such as indium and palladium that can be recovered, as well as common plastics and glass. 2.2 Responsible handling, recycling and safe disposal of e-waste remains a major and persistent challenge worldwide. ECA has its headquarters in Addis Ababa, Ethiopia. Other UN Entities are present in Addis Ababa, as it is one of the major diplomatic hub in Africa. Large quantities of e-waste are generated continuously. An environmentally sustainable long-term recycling/disposal solution must be found for many UN Entities, in line with the requirements of the UN Secretariat Environmental Policy, to prevent inadvertent human health and environmental hazards.
