Research on access to social health protection for persons with disabilities in Cambodia (Албания - Тендер #48198129)

Building on the CRPD, the Incheon Strategy is the Asia Pacific regions first set of disability-specific development goals to track progress towards the fulfilment of rights of persons with disabilities to Make the Right Real for Persons with Disabilities. It provides a set of 10 disability-specific development goals, supported by 27 targets and 62 indicators. In addition to social protection, the strategy covers poverty reduction, employment generation, political participation, ensuring accessibility in comprehensive terms, early intervention, education, and disability-inclusive disaster risk reduction. The Incheon Strategys areas on social protection include 3 targets as follows:
- Increase access to all health services, including rehabilitation, for all persons with disabilities
- Increase coverage of persons with disabilities within social protection programmes
- Enhance services and programmes, including for personal assistance and peer counselling, that support persons with disabilities, especially those with multiple, extensive and diverse disabilities, in living independently in the community

Research on the current situation on access of PWD to SHP and LTC is required to provide guidance on current needs, coverage and gaps and the policy reforms necessary to reach the Social protection targets of the Incheon Strategy.
For this purpose, the ILO is looking for a research organization in Cambodia to conduct a field research which components are defined below. The work conducted by the research organization will complement a desk review conducted by an expert contracted separately by the ILO.

The research aims at informing current legal and regulatory gaps and barriers persons with disabilities are facing in accessing social health protection and long-term-care services in Cambodia, so to design adequate strategies to fill the coverage gaps, including in system design, administration and implementation strategy.
