The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to provide the UNAIDS Gender Team
critical support to deliver on its ambitious agenda in 2024.
Under the guidance of the gender team lead, as well as collaboration with other staff of the Gender Team and other offices and departments, the consultant or consultancy firm is
expected to provide lead support to the following key tasks and deliverables:
" Provide support on UNAIDS contributions to the gender dimensions of the Global Funds policies and processes. This includes (but not limited to) support reviewing final knowledge
products from the UNAIDS Technical Support Mechanisms country TA requests, review of Gender Assessments reports of the National Response to HIV/ADS, and Global Funds funding application
processes, strategies, design of interventions to integrate and implement the recommendations of gender assessments and studies in countries; provide support for ongoing and new
activities, such as the review of gender markers for better adaptation to UNAIDS work and development of a training module based on the results; the development of a strategy on SRHR
for the Secretariat, and the development of a guidance on the implementation of gender assessments in alignment with Global Funds new strategy and funding processes.
" Provide technical support and guidance and lead select research action pieces including assessing the impact of UNAIDS financial support to womens networks and how this should change,
be improved for impact and sustainability; the establishment of a roster of technical gender experts including gender budgeting and operations experts who can support different
linguistic and country contexts; a partnership on addressing toxic masculinities; or other research action on social norms change, GBV, SRHR and HIV.
" Provide lead data and research support for advocacy and communications purposes (i.e. for reports, statements, related products), and exploit and maintain up-to-date resources on the
evidence base on gender-related issues, exploiting new reports; compile and maintain latest data and emerging findings available across a range of issues affecting women and girls in
the context of the HIV response (e.g. adolescent girls and womens rights, CSE, SRHR, gender-based violence, gender transformative good practices); lead on fact-checking, preparing full
citations and supporting quality assurance of plans, reports and products;
" Provide technical inputs and reviews of external and internal technical reports, including to the process of developing UNAIDS flagship reports and advocacy material (Global AIDS
Monitoring Report, World AIDS Day);
" Support organization of high-level events (e.g., coordinating design of products, leading on day-to-day preparations, etc.) and support pre- and post-dissemination plans of major
launch events, including but not limited to the Education Plus Initiative, CSW, U.N. General Assembly and Women Deliver;
" Support UNAIDS staff on internal and external panels, sharing webinars and knowledge management activities linked to the ERA Community of Practice;
" Prepare PowerPoint presentations, support drafting of talking points and guidance notes for senior management regarding UNAIDS positioning on gender-related topics in the context of
HIV/AIDS;
" Support other tasks and deliverables of the Gender Team as may be assigned.
The consultancy is full-time, January - December 2024 for a maximum of 21 days per month. The ideal candidate(s) will be based in Geneva or working in the same time zone.
Travel may be required for specific events and meetings and workshops. For details on the activities and expected outcomes please refer to the attached RFP document
